Prime Minister: Creating markets for the development of mechanical engineering enterprises

On the morning of September 24 in Hanoi, Prime Minister Nguyen Xuan Phuc chaired the Conference on solutions to promote the development of Vietnam's mechanical engineering industry.

Attending the meeting were Deputy Prime Minister Trinh Dinh Dung, leaders of a number of ministries, branches and localities, international organizations, domestic and foreign enterprises. The conference was attended by 155 famous Vietnamese mechanics, scholars, associations in the country and abroad.

Motivation for development

Speaking at the opening of the conference, Deputy Prime Minister Trinh Dinh Dung affirmed that mechanical engineering is a key industry, a foundation and a motivation for the development of nations, especially with Vietnam currently in process of industrialization and modernization.

The mechanical industry provides machinery and equipment for all fields from production to consumption. The mechanical engineering industry is the driving force for the development of other industries, indirectly creating secondary products of high quality and added value, contributing to job creation and growth.

The Deputy Prime Minister emphasized that in recent years, the Party and the State have attached much importance and policies to encourage the development of the mechanical engineering industry and in the country have formed a number of strong mechanical industries such as automobile and motorbike mechanics, accessary. Some mechanical enterprises are large-scale and competitive.

At localities, some mechanical clusters and branches have also been formed. However, the industry still lacks many branded products, the scale of mechanical enterprises is generally small, product quality is still low and prices are high, and there is a shortage of large international mechanical engineering enterprises.

According to the report at the conference, in recent years, our country's processing and manufacturing industries account for nearly 40% of the total net revenue of production and business of enterprises, in which mechanical engineering accounts for more than 36 % of total industry code level 5 of processing industry.

However, the mechanical engineering industry still has many limitations on the market, the level of science - technology, raw materials, human resources. At present, our country's mechanical engineering industry only meets about 32% of the domestic demand for mechanical products.

Pillar of economy

Speaking at the Conference, Prime Minister Nguyen Xuan Phuc highly appreciated the comments of experts and mechanics; They believe that these opinions will be considered and absorbed in the process of formulating the Government's Resolution on the development of mechanical engineering - the basic industrial sector, which is the backbone of the economy.

Emphasizing the Party's interest, leadership and direction through historical periods for the mechanical engineering industry, Prime Minister highly appreciated the tradition of Vietnam's mechanical engineering industry which have high level of skills and skilled engineers, intelligent and creative mechanic workers, many large factories with a long history, made important contributions to the socio-economic development of the country.

Prime Minister also said that the whole country has about 21,000 mechanical manufacturing enterprises of various types. This is also a clear step forward, showing the determination of the ministries, branches, businesses and people, and also expressing the needs of the market.

According to Prime Minister, most of the domestic mechanical enterprises have developed themselves, especially the private sector and FDI enterprises. This is an important impetus for the country's important industrial sector to develop in the future.

However, Prime Minister Nguyen Xuan Phuc also pointed out the differences in mechanical development. There are localities that are very interested and successful but there are also localities that "abandon" the field. Besides, in some aspects of Vietnam's mechanical engineering industry, there are still many shortcomings such as: models, technologies, market organization are not commensurate with the market of 100 million people who are strongly integrating.
 
The mechanical industry has also missed many opportunities to develop: low capacity, high cost; Supportive policies for growth are still slow and not renewed. Therefore, the Prime Minister asked the branches and levels to be aware of these shortcomings so as to have a solution to overcome from the central to local levels, especially in the construction of "leading enterprises" and inadequate manpower. and weak in numbers.

Must clearly define market and market segment

In order to promote the development of Vietnam's mechanical engineering industry in a new era and international integration, the Prime Minister suggested: "First of all, there must be aspiration and enthusiasm for Vietnam's economy and mechanics to add value. in the global chain ”.

In particular, the mechanical industry must clearly define the market and market segments in the country and abroad. Since then, Vietnam's mechanical industry needs appropriate macro policies, attached, especially on taxes and interest rates to support the mechanical engineering industry better.

Specifically, the Prime Minister directed, to focus on developing automotive mechanics and product ecosystems from Vietnam's automotive industry. Vietnam wants to be successful to develop the automobile industry because this is a field with huge added value, the Prime Minister requires a detailed plan and assignment on this issue.

Besides, to develop processing industry, mechanical technology for agriculture. Because at present, post-harvest losses in agriculture in Vietnam are large, labor in the agriculture sector is high but labor productivity is low due to limited mechanization.

The second issue is directed by the Prime Minister to create markets for development of mechanical engineering enterprises; in which the state plays the role of "midwife"; create conditions for enterprises to produce and assemble the last stage. Especially, mechanical enterprises must pay attention to potential mechanical products.

The Prime Minister also asked the relevant agencies to review the support policy for domestic enterprises to participate in domestic projects; amend the bidding regulations, improve the rate of use of domestic supplies and goods; create a market for domestic mechanical enterprises to develop in accordance with current regulations and international practices.

Along with that, Vietnam must have policies to support mechanical businesses to access information, advanced technology, promote technology applications such as robot applications, 3D printing technology, automation ... in order to improve productivity and competitiveness; have human resource training strategies, adapt to new technologies from the 4th industrial revolution.

The Prime Minister also proposed improving the quality of trade promotion activities, attracting investment from well-known enterprises in the world to gradually form the domestic mechanical supply chain. Along with that, the authorities must promote trade fraud, smuggling, and import of old equipment affecting Vietnam's mechanics.

The Prime Minister also directed the development of a national vocational management system, especially vocational skills in the field of mechanics; building a strong team of mechanical entrepreneurs; "There is a Vietnamese aspiration in the marketplace".

Assigning tasks to ministries, sectors and localities, the Prime Minister directed the Ministry of Industry and Trade to lead the development of the Government's Resolution on the development of Vietnam's mechanical engineering industry 2030 with a vision to 2035 that will be issued later this year with "a little bit" breathe life ”.

The State Bank is responsible for coordinating with the Ministry of Industry and Trade to study credit priority policies for the development of mechanical engineering, to study the mechanism of using commercial capital with interest rate compensation, similar to the policies issued. previous act.

The Ministry of Agriculture and Rural Development shall coordinate with the Ministry of Natural Resources and Environment in proposing to finalize the land legislation to serve large-scale agricultural production, creating conditions for mechanization of agricultural production. .

The Prime Minister also assigned the Ministry of Science and Technology to develop an appropriate system of standards for mechanical engineering to protect the domestic manufacturing industry; promote research and development, research and design and manufacture equipment lines, expand production technology ...

In particular, the Prime Minister asked localities to actively attract domestic and foreign mechanical enterprises into their localities; have specific policies to create favorable conditions for mechanical development in service of production.

Prime Minister Nguyen Xuan Phuc also expressed his wish that domestic and foreign investors, enterprises in the field of mechanics should take the initiative and make more efforts in investment and application of modern management science and technology. to increase the competitiveness of businesses in general.
